CIUWatcher can allow non-administrator users to stop and start CIUMon.To allow non-administrator users to stop and start CIUMon, CIUWatcher looks for the existence of some file. When this file is deleted or moved, CIUMon is stopped. When this file is created or replaced in its original location, CIUMon is started again. By setting CIUWatcher to look for a file that any user can create or delete, you can allow any user to stop and start CIUMon.
